Wood Floor Deck

What happened to the stain on my deck?
I hired a professional company to stain my deck (pressure-treated wood). The stain they used is made by Sherwin Williams, a good brand. I picked a dark solid color. After the stain dried, there are all these white streaks here and there and it looks like h __ll. The white feels like soap and rubs off on my fingers. I called the company and they are coming to look at it. What would cause this to happen? I am sure the guy sanded and washed the floor before applying the stain.
Sounds like he applied "too much" stain and the excess should have been rubbed off - either way - its a bum job and you should complain - however, keep in mind that if a contractor can't do the job right the first time, there is little hope (expectation) that they can do any better the second time. I always find that if someone is "incompetent" its just better to find someone who knows what the first one did wrong, and knows what to do to make it right.
